Well first things first, while they are all Spanish playmakers, they are different players, and have different strengths and weaknesses.
Judging from their seasons in the premier league I would say that in my opinion Silva is the most naturally creative - i.e. the one most capable of creating something out of nothing, although at the same time he can drift in and out of games
Mata is perhaps the most pragmatic - his positional sense is excellent when attacking and is perhaps the most natural no. 10, and his decision making is very good. Also his set pieces have been superior and more consistent than the other two in their time in England.
Cazorla, I believe, has the best technique of the three, in his touch, with both feet, but most explicitly in the way he strikes the ball. He is also the most successful dribbler, if not the most effective - he will keep the ball under great pressure, however he doesn't always move it on quite quickly enough.
It's very difficult to say which is the best of the three, but I think it's worth remembering that Silva has had three season in England, Mata two and Santi just the one.
Think the OP overlooks an important issue, which is that both Silva and Mata were a lot younger when they first landed in the PL and hadn't completed their development.
Santi was already the finished article.
Yes, he might improve next season due to being more familiar with the PL, but his overall room for improvement is smaller. I wouldn't expect much more from him than what he's produced this year.
