The Super Cup was traditionally played between the European Cup winners and the European Cup Winners Cup Winners as the 1st & 2nd ranked tournaments until the demise of the ECWC!
Also the Europa league wasn't called the but the EUFA Cup!
The now-defunct Cup Winners Cup was considered by UEFA to be the 2nd most important European trophy. The UEFA Cup / Europa League was always considered the 3rd most important trophy. When the ECWC was discontinued then obviously the Europa League was promoted to 2nd place.
