Tbf there's no way that they can stop them doing it, they're perfectly permitted to do that if they want. Mind you, if I was chairman of Monaco, I'd sign the Moutinho deal first for £1m then tell them to do one with signing Rodríquez for £70m, get a class centre mid for £1m.
