Rascism, rules.
The big issue for me would be consistency, there are some countries where every game is marred by incidents, yet nothing happens. My concern, not that it or the punishment would be wrong that countries that have far less of a problem are the ones where the punishment will get dished out. Where as teams like Zenit get largely ignored.
A miner offence would be one where someone calls someone black, but they're not actually black, they have just been down a coal mine digging for coal so they look black cos they get covered in coal. That is what I believe a miner offence of racism would be.

Minor as in, it's happened once, don't let it happen again, serious or not. Then if it happens again more sanctions come into play.
However, goalposts should never change and we see that with Fifa a lot so don't worry, in the next 5 years you will see Fifa screw this up.

I get the 'thought' you had in our head but I'm sure you could see it was unintentional.
Can't really complain tbh.
However, I do think it would be harsh for a supported to see his team relegated due to someone else's actions, regardless of whether they play for the club or not. The rules are punishing to clubs which will make them sure to have talks with every players to make sure they know the English boundaries (or whichever country the club is based) upon racism.
Hopefully it kicks it out

Yeah, if they do it, they let themselves, they let the club down and more importantly, let the fans down. Correct decision from Fifa.
I'm starting to wonder why fifa exist. The rules should be 'If we can name a racist, they will be handed over to the police, if we can't, then the club sanctions should come into play'.
Fifa, Uefa, FA all think they know better than the law and punish the wrong people. It sends out a stronger message knowing that the police will be involved, as they should be.
Stop fining groups of people and make those responsible face the consequences of their actions.
