I think a two race ban would be fair, it's about the same distance as they covered in the test.

If anyone is to blame for this, it's Pirelli. I would think removing the points they gained for Monaco from the constructors would be punishment enough

why is it only pirelli"s fault , mercedes could have played fair as red bull did and decline from doing a sneaky test -
the rules are quite clear about in season testing and red bull deliberately broke that rule , the other team principles are united in believing they have gained an unfair advantage for this year and probably next year
--------- hence the punishment has to fit the crime --

What was the crime? RedBull said they weren't given the opportunity so I'm not sure where you plucked the decline thing from.

The FIA and Pirelli have made an almighty ck up. If the rule was clear there would be no confusion.

Maybe the FIA should just ignore it like they do with redbulls multiple rule infractions

horner issued a statement that red bull declined to do any test on the grounds of unfair advantage ,the rule was clear hence why only merc did it with a 2013 car -

finding a loophole in the design characteristics of the car and underhand testing are two different things --------------------- hence why merc are in a tribunal situation with the threat of major sanctions hanging over there heads --

So if they had honesty and integrity, why then did they ar first deny they weren't given an opportunity to test the tyres?

end of the day they turned down the test for fear of braking the rules ---------- merc didnt and now hopefully will pay the price --
