Considering we never owned Tevez and Rooney hasn't gone to Chelsea...... I would say no.
Besides City have Arsenal and Chelsea have Liverpool.... can't see too many title winners wanting to take the step down from United.
I wouldn't say we're Chelsea's feeder club more that they're our dumping ground for our scrap which they pay crazy amounts of cash for.
If Rooney leaves, he should head for Italy or Spain. I don't think he should stay in England if he'll be out of Man Utd. But well... no offers from there.
