I don't see the need for mayweather to fight Pacquiao. He was given the chance a few years back which Pacquiao declined (even with a 50/50).
Its ironic that he has never publicly called out or spoken bad about mayweather until now.

Floyd also never petitioned the commission to implement the tests.
Floyd only brought blood testing to the table when, everything was agreed and Pacquiao accepted all of Mayweather's demands.
Pacquiao had also stated previously he had issues with blood tests in the past, where he had to miss training and it made him feel weak.
Pacquiao still agreed to the blood testing, but there was a dispute over a cut off date. Because Pacquiao felt it would harm his preparations for the fight.

From June/July 2010 the testing procedures were no longer an issue, Pacquiao agreed to Floyd's terms, but Floyd said he wanted to go on vacation for a year or two and was not thinking about fighting and wanted to spend time with his family (who he then assaulted)
Before first negotiations mayeather said this fight is going to be very hard to get on due to the problems between me and arum.
Team pac want 50/50 split no testing.
Floyd wants 60/40 split in his favour random up to the day of the fight.
Team Pac counter with 50/50 split ring size and gloves testing up to 21 days before the fight.
Floyd counters saying ok 50/50 it is you have all the rings and gloves you want and I will give you 14 days before the fight. Final offer and if you refuse this offer will never be on the table again it will be random testing up till the day and the bigger split goes to the one who pulls in the most PPV in their next fight.
Team Pac walk away.
Team Pac comes back a couple of months later and say we will take the deal.
Floyd says I told you thats no longer on the table after you walked away the first time.
Arum sticks a count down clock on his website.
Eventually team Pac agree to random testing up till the day of the fight folyd walks away holiday familt time etc etc poor excuses.
