Wenger has admitted today we have a thin squad. So this is a sign, as subtle as it *may* sound.
The management is taking a gamble trying to save as much money as always. So they gain by not buying.

The management have far more to gain by smartly investing in the playing squad to make us successful, without costing the earth, and in doing so increasing our club's appeal around the world, boosting our commercial revenue.
Saving a few £k a week on wages but missing out on all that would be very very foolish
If you do believe that they think buying helps them they would've got some world class players in. Not long ago we were embarrassed by Man U. See the rush in bringing in players.
