If there's this much chatter about it, it's likely there is interest. Whether it will actually happen or not, is a completely different story.

Surely registering an interest is essentially the first step in negotiations.
Nobody is going to say, well the Daily Mail say he's a 30m player so that's what we'll bid.
Any club would speak to the selling club and in simplistic terms say we're interested (i.e. registering interest), at what level are you prepared to do business. It goes from there.
Whether we've done that or not is another matter but to me registering an interest is a logical first step.
Or what Stig said. Same thing just less formal.

Sorry GB, it's a nice idea but you'd have to be off your face on crack to think that (a) Anzhi would quote the actual price they'd let him leave for up front or (b) we'd pay the first price quoted.
We're talking about millions of pounds here and everybody is out for the best possible deal for themselves. Anzhi will over-quote expecting negotiation, it's just the way every major purchase works.

Maybe a more realistic comparison of you aiming high would be registering your interest in the fat old drunk bird slumped in the corner of the local pub at 2am on a Saturday night. Even then you might have to put on your lucky pants.

Mikhi: Never bid, never spoke to him after he said he wasnt interested
Bernard: Paper talk
Papa: Price double his value, not worth 18million
Costa: Doesnt want to leave atletico.
Willian: In the works (Apparently)
So im not sure what your point is:
FSG were not responsible for the paper talk (Mhki and Bernard)
They are not responsible if the player is not interested: Mhki and Costa
And i would rather they dident overspend on players, our hard stance has uncovered some gems so far, long may it continue. Our hard stance may lead to schalke dropping their asking price, If you spend 18million on 12million pound player thats 6 million less that you have to help fund your other big purchases
