Surely this means Fellaini and Baines are off to United?

I think that there are now only 3 clubs left in the market
who could or would be able to buy Ozil. These are:
Arsenal
Bayern Munich
Manchester United

All the other clubs touted as potential buyers and have
access to large sums of money have bought already
heavily AND will have to factor in UEFA fair play rules.

Bayern are unlikely to come in with offer. Manchester Utd may be interested, but then you would have to ask the question where would Rooney play in the Man Utd
line up?

One thing is for sure Manchester United will have to
consider whether they want now to unsettle Rooney
once again.

More on Mesut OzilWord is that Ozil, if he has to go (quite possibly against his will), he would rather go to Manchester United than Arsenal, but with United not in for him it might have to be the Gunners or nothing. Here's Sid Lowe with the inside track from Spain:

Ozil can't play in the right, has been Madrid's problem this season and he seems to be very unhappy that he has been shifted to the right.
