Pacquiao has always been a beast in training, it is well documented, even when he was getting 2 dollars a fight. He not even afford food, so I doubt he was buying PEDs.
Pacquiao also fights at a much higher work rate than Floyd, throwing a long more punches and yet he doesn't tire.
Floyd tired in the fight with Cotto and fights at a slow pace so he doesn't tire down the stretch.
Pacquiao has the superior stamina.
