Looking at the concrete "seats" reminded me of when I went to watch the Dons play London at the Chiswick Polytechnic ground. They had a stand which had deep copncrete stes for you to sit on.
They actually had lines painted and numbers. We sat down and a few minutes later we were asked to move by some London supporters who told us we were sat in their "seats".

The area where you see deep concrete steps is sold as standing tickets. Fans stand or sit on them as they choose. We see these dual purpose areas quite often.
They are fine (especially when they give you a nice insulating foam mat to keep the botty warm) except if there is a larger crowd. The larger crowd forces people to stand and then falling down those steps wouldn't be funny.
But for 99% of games teams like Tuggen would play, no problem.
