I don't think Jenkinson has done enough to be called up at the moment, though I'm sure he will get a look in in the future.
However, the fact remains that neither Jones nor Smalling are fullbacks, they just aren't - I've yet to see an entirely convincing performance from either of them in that position, both are far more comfortable in the centre.
I can see the benefit of a player being able to fill in in multiple positions for a club, in case of injuries etc., but at international level when the squad is essentially handpicked, there is absolutely no reason not to pick two 'specialist' right backs, as has been done with the left backs.

Smalling has played at RB for United this season where he was great - certainly better than Jones when he tried. I'd rather have Smalling in there than Walker or Jenkinson - if only because it'd mean we can play a 'Walcott' type, as opposed to Milner in front of him.
I don't think Jones is very good at RB but he's so big, strong, fast and physical he can recover from just about any mistake.
It's not really football ability but it's effective.
