i tend to find that football authorities know that teams will appeal bans regardless of length, so they give a longer ban initially, team appeals and it gets lowered
the authority gets the reasonable ban they wanted
the club thinks its won by gettin ban lowered

Whereas in Scotland we add on extra games if it's a frivolous appeal.
