The two 'targets' are not the same. He was saying that if you aim to be the best and fall just short, that's better than aiming for mediocrity and succeeding.
If Spurs aim to win the title, but finish second. We have failed.
That's better than if we aimed to 'not finish in the bottom three', and succeeded.
It's an excellent quote about ambition and the drive to win.

Sherrif is touchy because he knows Wenger has settled for the top 4 for the last 5 or 6 years.
I had the pleasure of being at WHL for Bill Nicholson's first game in charge of Spurs, October 1958 V Everton. It was also the first time I had ever seen Spurs play. The score??? We beat Everton 10-4
