According to the official Premier League broadcast (i.e. the one not from Sky), Hawkeye was always working (not just working since half time), and they explained the no-goal as Nyland's arm obfuscating everything enough to prevent the technology from giving the correct decision.

It's nonsense. There are high speed cameras in the posts as well as sensors in the ball. The arm excuse is a load of crap.
