I think a penalty is enough.
If it is outside the box, and a clear and obvious scoring chance, then just give a penalty.
Handball on the line? Just give the goal.
Keep 11v11 is better.
As with all fouls, if it is dangerous or reckless then it is a red.
For me the only issue is what to does when a goalscoring opportunity is denied outside the box, but I don't see why this can't also result in a penalty.

In essence, you're saying get rid of the penalty box and let the ref decide.

Not really. Most fouls are not obvious goalscoring opportunities. Just this type of foul.
A better system would be that if it's a clear goal scoring opportunity and it's inside the box, then it should be a penalty and a yellow. If it's outside the box, then it should be a red card.

Not sure I agree with that. A player breaks in the last minute, you are going to hack him down and take the red.
If you want, and I think you should, a penalty to fit the crime then any goal scoring opportunity denied should be rewarded with a goalscoring opportunity. That is achieved by giving a penalty, no matter where the foul took place.

I agree that could work, although a penalty + yellow even outside the box seems a more natural solution as it gives you back the goalscoring opportunity.

What if it was Chamakh who gets fouled? Is it a goal scoring opportunity (and pen) or should the ref take into account he's awful and even an open goal from 5 yards wouldn't constitute a goal scoring opportunity for certain players.
