He's the Dutch manager, why would he not be going to the World Cup?
Do you need to be at the World Cup to spot talent? Most managers will be able to spot it from their armchairs and to be honest with training and preparing Holland for each game, he surely won't have the time to nip out and do deals to sign players will he?

I don't recall Ronaldinho setting the world cup on fire either. I remember his misshit freekick and him getting sent off against England, that is all.

He was good at the World Cup. He also set up Rivaldo'a goal.
Ronaldo was quite obviously the man in that team, but Dinho and Rivaldo were good foils for him.
Either way, I don't think it's that relevant. Scouting is far more advanced than it was back then and had Dinho been playing in Ligue 1 today, for example, he have a far bigger rep than he did then.
I mean we, as fans, can readily watch the Brazilian league and know who the up and coming stars are. So the likelihood that an unknown gem can make it to an international tournament and go unnoticed by all the top clubs and scouts seem pretty slim to me.
I think he will spend more time preparing his team rather than going to other teams games, especially as games are spread out over big distances.
As for Ronaldinho being unknown in 2002
Not sure he can do much "scouting" if hes in the tournament with holland. I'm sure he'll be focusing on his own team!
As Holland coach he comes up against Vidal, Kroos, Reus, Hummels and Jedinak.
