Good that they've accepted punishment. I can't see how they could have fought it, its a competition so they don't have a legal right to enter.
If I'm right, the clubs that enter the CL do so on the say so of their National FA. UEFA allocate x number of places (e.g. England gets 4 CL places) and the National FA put forward the names of its participants for the following year.
If City had challenged the judgment further, who is to say our own FA or PL would have recommended City not to enter the CL irrespective of if they had qualified for it?

gone from a mid table nothing club into a top winning side overnight. None of it was earned they just got lucky and the owners decided to pick them.
if they had bought Norwich city they would be PL winners by now.
