Arsenal don't have any say in 'sanctioning' a Cesc move

they merely have the option to buy him. If they don't bid, anyone can sign him

Toure has 1-2 years at the top left, can't see barca having him back on 300k a week

Either stays at city or goes to psg or something

Man City have stolen enough Arsenal and former Arsenal players so they need to put an end to it now!

If Wenger really would let Cesc go to another Premier League club and would miss out on the buy-back clause we have it would come to him when we fail to deliver next season.

After winning the FA Cup this season Wenger is on further pressure to deliver while financial issue are not an excuse anymore. Wenger isnt that naive to miss this opportunity.

true, for example say PSG bid 50m for Cesc, than Barca will inform us of whats happened & ask if we will match the offer than more likely cesc will be playing in Paris. As the board wouldnt bid that for him, not whilst spending 43m for Ozil last summer.

We can buy him for a fixed price so it doesn't matter what anyone else bids. it's funny because Wenger was slated for selling Cesc so cheap but probably the reason it was so cheap was because of the clauses... as usual Wenger knows

Incorrect. If any club bids for Cesc, Barca have to inform Arsenal and give them first refusal. There is also a fixed fee in place (reason why Arsenal sold him so cheaply in the first instance) between AFC and Barca (believed to be circa £30m).

As Barca still owe Arsenal 15m for Cesc/Song deals financially it is a no brainer for Arsenal should they wish to buy the player back.

that's exactly what I said

If anyone bids £30mil or more and Arsenal don't match it, then Arsenal have 0% say in what club he joins. There is no sanctioning.

apparently we can buy him for a fixed price so we don't need to match any offer.

Arsenal can get him for a fixed price of like £25M or something. Barca still owe us money for him and Song so we could really get him for next to nothing.

Wenger doesn't want him.

i dont believe that at all, a club like barca wouldnt be stupid enough to do that or would they. As there in no position to not make money on Cesc sales considering they owe so many clubs cash.

Maybe a poor choice or words (sanction) however Man City are not going to offer £40m for Cesc when Arsenal have a set and agreed £30m fee (hence the reports stating Cesc has been made available for £30m).

If another club offer £30m for Cesc it is fairly inconceivable that Arsenal would not match it given they won't even have to, as per the monies owed (15m) by Barca anyway.

would be amazed if Wenger didn't want him, the Telegraph article has no quotes and means f all really.

Its true (fixed price). This is the reason why he was sold to Barcelona so cheaply.

doesnt the clause only apply to EPL, but is exempt from say German, France, Spain, Italy or Iceland.

As far as football law goes, he's technically English. With both petrodollar clubs losing English personnel this summer, we can all expect a crazy bidding war to game the quota system.

I would be amazed if the clause was restrictive to any one given league.

Cesc the merc will join Utd Cfc or Shitt y before us.

I would be very surprised if there was any clause that says if Arsenal bid £30mil and City bid £60mil, that Arsenal would 'win' the bid.

No one would agree to a clause like that

Arsenal will not have to "bid" per se but meet his buyout clause should they wish to do so.

Why would Barca then put him up for sale at 30m (as widely reported)?
