he was never going to move to Chelsea. Cesc would already of had deep reservations with playing for them, he only needs to ask mata how he could end up. Plus with FFP, they need save their money for Costa.
Utd finished 7th, and look set to buy more mediocre players. Not even in Europe!
I think City are the only realistic competitors for his signature, especially if yaya still wants to leave.

that City are competing despite being in breach of FFP but Chelsea aren't, because of FFP, despite compliance and large incoming player sales cash.

The self-styled KnowledgableOne claims Man United are finished.
Says it all, really…
They are.... awful team that couldn't beat a Fulham team who weren't even set up to score. A team doesn't just turn on the style again with a switch flick. Plus the potential overhaul ensures that their rise back to the top will be a slow and steady one.

Surely Arsenal have the worst long term plans. They gave wenger a new contract. Does not get any worse than that.
