If you listen to his interviews he says a lot about team spirit. Perhaps he believes bringing Cesc back would ruin it all.
You are fooling yourself. After the euphoria of the FA cup, I am absolutely livid with Wenger and the board. Where else would you get a world class midfielder for 30 million quid? Again, I bet we sit on our hands all through the transfer window and get in a few freebies. Get spanked by a chite team in the league on August 29th or something and panic buy. Make a bid for a chite striker, get rejected and say no one of quality was available. I am not one to normally lose my cool, but Wenger and the board have LOST it. Wilshere, Ozil, Arteta, Cazorla, Ramsay...all at some point WILL be injured, out of form or fatigued. With our luck, it will happen at the same time. I know that I may get slaughtered by those who feel we dont need to strengthen in MF, but with Cesc available, how can we not. Serious lack of ambition. I bet we start the season with a new backup gk, Jenkinson at RB and Remy as the alt striker. We are always so close, but them miserly buggers in charge. gaaaaah

Chelsea needed midfield creativity more than Arsenal do. They have got a great player we simply didn't need.

Cesc is a bottler at heart, we just won a trophy, if anything he turns us into bottlers again, he's been replaced fully no need for him here

It could also be a matter of pride on Wenger's part, a sort of "We don't need you" that might just serve to motivate Cesc further. Wenger's stubbornness in the past has bordered on arrogant, so I wouldn't put something like this past him.
I'm sad to see him head back to the PL, but fúck Barça for misusing his talent.
