I don't know what the team will be but changes need making. I would change the centre backs and central midfield for sure and drop Welbeck. I'd go with:

Johnson Cahill Jones Shaw
Wilshere Milner
Sterling Rooney Barkley
Sturridge
Play a narrower formation with Sterling, Rooney and Barkley all playing as central attacking midfielders and encourage the full backs to push forward. Milner can do the running and Wilshere can distribute. This is radical but needs doing, Gerrard has been woeful in both games and Jagielka and Welbeck need dropping. If Roy plays the same team he deserves sacking immediately as he will have proven once again he doesn't have the guts to drop players who need dropping. I'm pretty sure he will go anyway but as we need to win the game against CR, as I'm sure Italy will beat them tonight, then he needs to show players like Gerrard that poor performances will not be tolerated and give other players a chance.

The only other option is a 36 year midfielder. Milner can play a disciplined role in midfield easily against Costa Rica.
