Uruguay have confirmed Suarez damaged his cheekbone. Clear elbow by Chiellini. Still doesn't excuse Suarez in any way though.

He should have used a stake through the heart as is the correct procedure.

Chiellini should not and will not receive any punishment.

If he'd have walked up to Suarez afterwards and punched him in the face as retaliation, then yes. But in this instance, he was defending himself from assault; swinging your arm/elbow at someone in order to try and remove their teeth from your shoulder is entirely justified.
