Considering what Wenger has said in the past about DM's, I think signing a player in the mould of Pogba is what is far more likely than a more defensive minded player and so if he's gonna go down that path there's few better routes than this one.

What has he said about DMs in the past? Every top team has a player who sits in midfield, even if it's not an out and out DM, a DPL is necessary

you could find similar stories about every club, couldn;t Arsenal have had Drogba and Ibrahimovic lining up for them? and wasn't it Sheffield Wednesday who infamously didn't want a young Maradona?

Every team has players they've missed out on. It's nothing to agonize about for them. They've won 4 of the last 6 titles. They've signed Herrera who could prove a cracking signing and look like getting Vidal too.

Pogba and Ramsey in midfield is also recipe for disaster. I don't see it working except they play in a midfield 3 with a sitting midfielder.

Kamran if you read some of Wenger's comments in 2012 when Song left, he seemed to suggest that the defensive midfield role is dead.

We only need a holding midfielder in about 10 games a season, players can play different roles in the big games.

It would be interesting to see the amount of carp that whoscored rated better than Ramsey 2 seasons ago, I imagine Fellaini will be in there.

You could also have signed Ronaldo and Zlatan. Think about how amazing that team would really be and let's not forget Messi was also interested
