Would have been made known to the PL on deadline day, see my earlier post.
Not according to Warnock who said on SSN that they were made aware of his availability after the window closed and was not one of the deals that had been done prior to window closing.
But it was done within 24 hours of the window shutting. And an English player. The PL have allowances on free transfers, but not 4 weeks later.

No one has answered what the "premier league" is?
If signing players outside the window requires permission of all the Chairmen as some issues do off-course 'they' wouldn't allow it.
The premier league is a body setup as a joint agreement between the premier league clubs. So if the power resides with Scudamore he is not going to create special rule against Arsenal to stop it. He will be making an enemy of a major club and setting a precedent which in reality would mean having to stop it for everyone.
It won't be a special rule, it will be the same rule that has always been there.
And it won't be Scudamore, it will be a department of the PL that deals with this. Probably lawyers and experts.
It's certainly a grey area. And, If indeed you cannot sign a free agent outside of the TW then there must be an awful lot of players currently without a club and are in limbo until January. Doesn't seem quite right does it?
My point it is subjective to rate one signing as an emergency over another. And if for example Liverpool are allowed to sign Valdes and Arsenal are not allowed Diarra (if we want him as being reported) will end up in court. So any criteria they may use may as well be useless.

There are lots of other leagues.
J99, I am sure the club officials are well aware of the process. Much more so than the newspaper journalists who make up claims about us signing Diarra, and us.
I doubt we're even interested in Diarra tbh. Seems to be a bit of guesswork from Newspapers. I doubt we'll have 4 defensive mids on the books.

I agree. We don't really know what Wenger is planning. Though there is no smoke without fire. However insignificant.
Ps, also think it will be highly unlikely Valdes would be allowed to be added to their squad. He is out until October, and then would have to up his fitness, so not sure it will be an issue to Liverpool, who could use him in the U-21 league until he is fully fit.
Well thats just it. If the rule can't be used why does it even exist? I suspect its far easier to prove an emergency than clubs let on.
For example Wilshere is out on his previously injured ankle and Flamini is out with a back problem. Neither injury can be medically substantiated to be long or short term. Especially because its the ankle which Wilshere has pins in and bad backs are never quantifiable.
But we shall see how desperate we are and so if we try to do it. Though Diarra certainly wouldn't be the worst signing.
So basically, we need Diaby!

Not an emergency signing tho is it? Diarra is a midfielder, of which you have an exorbitant amount. The fact you don't have one that fits the 'defensive midfielder' category is down to Wengers misjudgement, not some sort of unexpected catastrophe. Would be an outrage if you were allowed to bring him in as an 'emergency signing'. If the rules state that free agents can move to clubs whether the window is closed or not then that's a different story.
As long as he was an unattached free agent on deadline day, we can sign him any time without the emrgency request
