It's not as if the full report was going to uncover the whole of the truth, given the limitations Garcia had, but no doubt the "legally appropriate" version will miss out some things.

However accurate the report they release FIFA had to release something to save their credibility, and it does strike as being due to that than through any moral intentions.

They could have avoided some of the hoo har if they had agreed to this in the first place. Now it looks like they are going to take ages to produce a report so heavily sanitised as to be as much use as a car with no wheels. Too little, far too late. Garcia should set up a web site asking permission to publish from everyone that contributed to the investigation so FIFA cant hide behind privacy laws. Blatter must have so many things to hide...
