It is believed KSE need the club to have a certain amount of reserve remaining, as KSE require it as security to borrow against. It is also inconceivable that the entire reserves would be set aside for squad development.
That said, with the new sponsorship deals, PL money, player trading, reserves, etc etc the club comfortably could have purchased Cesc and Alexis, (as well as others) in the last window had AW wanted to.

Not a myth the board came out and said we only had 20m left it was a luxury we couldnt afford and it meant selling a superior and yet to hit peak players like Wilshere, Ramsey and Ozil for a declining snake Cesc. And you had two pops at Wenger one on Ozil playing out of position and another for not signing the rat.

Wenger didnt have the luxury of not playing European football. If he did we would have won the title. Rodgers hasnt achieved anywhere what Wenger has or will come close. The comparison of Cesc for us and for Chelsea is flawed. For us he had a free role and for Chelsea he is required to sit deeper. Hes not gojng to be making runs into the box as often if thats something hes been told not to do. With the players Chelsea have they dont need him to be the attacking focus but they do need (want might be a better word) him to give up defensive duties.

As someone rightfully stated above, we have more cash reserves than nearly all PL clubs put together. We have one of the largest fanbases in the world and charge the highest ticket prices in Europe. The additional money from TV rights, Champions League qualification & sponsorship deals means we definitely could have bought Fabregas and Sanchez IF we really wanted to. Let's not forgot the money we gave back to the banks in short-term deposits as well which means we should get even more money next year. Not sure you are aware of the healthy financial position the club is now in (irrespective of the spin spouted KSE et all).
Putting aside the information available in the club accounts, the AST, Swiss Ramble, Daniel Law, amongst others have provided comment on the very strong financial situation the club is now in (largely due to AW’s prudence).
It is believed KSE require AFC to have a certain amount in the reserves which enables them to borrow against. So no matter how much is available, it will never be utilised (especially not on squad development). Some of the reserves (it is believed) have also been set aside for the (potential) failure to qualify for the CL.
In reference to Cesc and Alexis (purchase) the club could have easily purchased Cesc even if there was not enough ‘cash in the coffers’ at the time to do so by increasing borrowings, however with the commericial revenue increases this would not have been required.
Barcelona’s last accounts evidenced that they still owed Arsenal £15m for the Alex Song transfer, which could have also offset any upfront fee.

Anyone with doubts in regard to club finances suggest they read latest Arsenal Holdings Plc statement of accounts (on afc.com) which evidences the monies available in the cash reserves.

So Ivan Gazidis has confirmed that the £173m cash reserves wasn’t available to Wenger as the Wenger out Brigade idiots on here and twitter have you to believe. In fact only 74m was available and 53m of that was spent. So we didn’t have money for a top class DM and world class striker. Yes we were short on the defender front but Wenger was trying to get a defender like Manolas in and ran out of time. He will try to rectify this problem in January. Problem with a lot of fans especially ours (WOB) think playing a game on championship manager and they know how football works. You know nothing.
The WOB probably still haven’t got it so got to break it down in baby crumbs for them to understand. £99m + £53m = £152m
£173m - £152m = £21m

Not sure you are aware of the healthy financial position the club is now in (irrespective of the spin spouted KSE et all).
Putting aside the information available in the club accounts, the AST, Swiss Ramble, Daniel Law, amongst others have provided comment on the very strong financial situation the club is now in (largely due to AW’s prudence).
It is believed KSE require AFC to have a certain amount in the reserves which enables them to borrow against. So no matter how much is available, it will never be utilised (especially not on squad development). Some of the reserves (it is believed) have also been set aside for the (potential) failure to qualify for the CL.
In reference to Cesc and Alexis (purchase) the club could have easily purchased Cesc even if there was not enough ‘cash in the coffers’ at the time to do so by increasing borrowings, however with the commericial revenue increases this would not have been required.
Barcelona’s last accounts evidenced that they still owed Arsenal £15m for the Alex Song transfer, which could have also offset any upfront fee.
