One for the Football league, one for the Football Association
Ardiles..............................................It was of course originally The Football League Cup & in the initial years the "big" clubs declined to play in it. However once Uefa agreed to allow it to be a qualifier for the Uefa Cup then interest grew very quickly.
The FA are the governing body of English football, responsible for the FA Cup, discipline, ensuring the Laws of The Game are followed etc, the England team & dealings with Fifa.
The football League were originally responsible for regulating teams in the four divisions, 1,2,3 & 4.
However they now only regulate The Championship & divisions 1 & 2.
The Premier League are a separate organisation to both the FA & The Football League.
Sorry, of course the Football League also regulate the Football league Cup!

Thank you Genius. So if, IF we win it, do we qualify for Champions League or Europa? What happened to The Cup Winners Cup?
We will qualify for Europa even if we lose, as Chelsea will be almost certainly in the CL next season.
The Cup Winners Cup was dropped when Uefa decided to amalgamate it with the Uefa Cup to form the Europa League.
Both the winners of the League Cup & The FA Cup automatically get invited into the Europa League the following season.
You win the FA Cup, you get a place in the Europa league qualifying rounds. If a team that finishes in the top 4 or Europa league places win it, then if a club finishes mid table, they get into the Europa league qualifying rounds.

If Chelsea win and have qualified for Europe already, the League cup Europa place goes to the premier league. The losing finalists don't qualify
The LC is much better as all games (except the final) are played during the week and therefore dont get in the way of the PL. The only thing worse than an FA Cup weekend is the international break.
When we used to win the FA Cup it was regarded as just as good as winning the league but mainly due to so much live football and the top 4 CL situation its not what it was.
Used to be the fa cup was prestigious and the league cup was a series of friendlies and you got a shiny if you won them all
Now they're both distractions and you get a shiny if you win

It still is the greatest competition, because of the non-league aspect.
That the authorities demean it by not always having it as the last game of the domestic season etc is another story.
Whilst the FA Cup seems to have the better reputation, and certain club fans claim not to be too bothered about the League Cup, if you look at a list of recent winners of each, it shows how serious the bigger teams DO actually take it. Here's a list of recent winners for both.

2011 - Man City
2010 - Chelsea
2009 - Chelsea
2008 - Portsmouth
League Cup:
