Nah, that rule has changed. It used to be that way, where the parent club decides, Arsenal used to allow players to play. However the Premier League were not happy with some clubs allowing some players to play and others not, so they made a rule that no player can play their parent club, to ensure no accusation of cheating or the likes.
The FA Cup and Carling Cup have different rules...
