forget about the timed subs, more pertinent would be timed playing time.
ie the clock ticks if, and only if the ball is in play, as soon as it crosses the touchline, or ref blows the whistle, the clock stops, and only restarts once the ball is thrown/kicked.
at the moment we only get about 70 minutes of actual football during a normal game, this would give us back the other 20. plus it'll completely eliminate time-wasting in an instant. ( I bet that would p15s off mourinho, that's half his tactics out the window straightaway)
another one I've been saying for a while, ALL free kick incidents to be reviewed by a panel of ex-players after every game, with all incidents of diving/cheating to be duly punished, with additional punishment for dangerous tackles. plus to ensure full compliance, the punishment is increased on each subsequent incident by that player throughout the season, along with points deductions for the club if 3 or more incidents occur by their players in a single game, or 10 or more occur for that team within a season, with each subsequent incident receiving an additional deduction. that should get the managers more active in cutting out all the cheating.

I always hate it when a team is defending a lead in dying minutes and they go into corner flag and basically have there ass out and obstruct the ball.
