Yes he is still a very good player, but the really top teams, barca real etc, have never been interested. He's just not in the top echelon.

Course they would. A handful of clubs perhaps but he wouldn't be short of offers if he was to leave and they wouldn't be from mid table teams

Rooney hasn't been great but you can't really say he'd not do well at somewhere like Barca or Real.
