20 mil plus I would think, but I do believe Everton would sell. I don't even think we would be buying a player with potential I think he is already at a stage to be a regular starter, yes he will get better with age but he has experience now and at such a young age especially for a central defender that is really difficult to find. he has already aquitted himself really well and in this league that is difficult to do given the top talent he comes up against almost every week.
If we don't make the move, I guarantee UTD/City/LFC or one of the other one's will do it.
I know we were linked with him in January transfer window but I have the feeling we have some sort of agreement with Everton, which at the time of the Lukaku transfer was denied by Kenwright, however I do not think there is smoke without fire.
I think there is a huge problem at a number of clubs now with ever present players finishing their careers.
We lost Carragher and Gerrard is off this season. Utd lost Giggs and Scholes last season.
You have probably got another couple of seasons with Terry and then he will retire.
I can't see many players out there who will be a stone wall starter for their teams for the next 10+ years

Terry played he's first game at CB, Harley was the full back. I am pretty sure he played most of that season once he was installed in the team. He just really appeared from nowhere on the team sheet , I may be wrong but for some reason I think it was Oldham in the FA cup, nobody had really heard about him, even in the youth team, although at that time the youth teams were never really scrutinised like they are today.But I know he was on West Hams books as a midfileder before he joined us.
Terry never played at full-back that I can recall, Jon Harley played at left back.
Terry had stints at right-back and midfield before moving back into defence.

Carragher started off as a striker
Mind you I was still in school when he broke through at about 19 if I recall and probably missed a few games in those days.
I'm sure Terry made his (cup) debut as a sub for Super Dan at RB.
League debut at DM.
Did he!? Mind you the transition between centre half and striker does happen, Drogba, Dion Dublin etc, usually the other way round though.
