To be fair, I don't think Cech was necessarily signed as number 1. Cudicini got injured didn't he and Cech proved his worth.

There just haven't been many keepers that have fulfilled enough of these criteria to command a massive fee. Remember Buffon cost Juve £35m. De Gea cost around £20m. Ter Stegen must have cost a fair whack as did Never. The biggest spenders tend to be Real Madrid and they brought Cassillas through and haven't needed to sign another one since. Barca had Values. United had VDS for a long time.
If De Gea had a long time to run on his contract and Real still wanted him you'd be looking at a massive fee.
If you put Buffon's fee into an inflation calculator it comes out ridiculously high. It's quite good fun actually in a weird way, working out how much transfers from the early 2000s would have been equivalent, just adjusting for inflation alone.
Cech's been awful....hasn't scored any where near enough for me
Goal keepers are less influential on football matches despite what pundits say and the difference in quality is not that huge.
The basic aim in football is to outscore your opponents. To do so you need clinical finishers and creative midfielders which is why they cost the most.
Beyond this, at the very least you shouldn't lose a game. That is why the more defensive minded players are the next in the list of expensive players.
If you have an efficient strike force and then a solid defence, the keeper is hardly worked and that's possibly why they also cost less in general.
Plus, fans tend to buy shirt with exciting players which makes paying £80m for a player like Ronaldo worth it because commercially they'll get returns on their investment. Keepers are "boring" and do not attract the same interest for sales.
I would assume that GK's have the lowest talent pool to choose from since not many people want to play in goal.

Manuel Neuer and David de Gea (before he was anywhere near world class) both cost £20m plus.
The truth is there are not that many world class keepers about, and clubs tend to stick with what they have.
Buffon cost €52m when he signed for Juventus so when they are the greatest of them all, they cost a fortune
