He's a good player and can easily be a starter elsewhere. It doesn't make sence from his or our point of view. That little bit of game time he gets can be used to get Zelelam or Crowley some first team experience.
Welbecks injury is strange. It started out as a "matter of days" then turned into weeks and now months. We probably won't see him before January at this rate. With Walcott fit this won't be a huge problem though
