Its surah Baqarah verse 191 speaking of defending yourself from those that attack you

If you had posted teh next 2 short verses you would have seen that it said But if they cease, then there is to be no aggression except against the oppressors.

Here is the verse in FULL! With the context you dimwit.


"Fight in the way of Allah against those who fight against you, but begin not hostilities. Lo! Allah loveth not aggressors.
And slay them wherever ye catch them, and turn them out from where they have Turned you out; for tumult and oppression are worse than killing; but fight them not at the Sacred Mosque, unless they (first) fight you there; but if they fight you, slay them. Such is the reward of those who suppress faith.
And if they cease, then indeed, Allah is Forgiving and Merciful.
And fight them on until there is no more Tumult or oppression, and there prevail justice and faith in Allah; but if they cease, Let there be no hostility except to those who practise oppression.
The sacred month is for the sacred month, and for the prohibited things, there is the Law of Equality (Qisas). Then whoever transgresses the prohibition against you, you transgress likewise against him. And fear Allah, and know that Allah is with Al-Muttaqun (the pious)." Qur'an Surat Al-Baqarah(2):190-194

This entire passage was revealed when the Muslims of Medina were under constant attack from the Meccans. As we can see from the verses there are limitations on when you can "slay them where you find them". You must not attack first you respond by being on the defensive. If they insist on fighting you then you fight in the way of God to protect others, get rid of tumult, get rid of oppression and spread justice and faith in God. However that again is limited and tempered in that if they cease you are no longer to continue fighting them. It is a passage that encourages self defense and justice not revenge or conquest or hate. The events of this passage are largely limited to the original context. The aspects which can be carried over into everyday life are to fight only if attacked and do so to protect yourself. If the attacker ceases you must cease too."

Tafsir is basically explanation, without hwich you dont understand nothing

and context in this case is vital as the verses are specific
