Yes he should start.
Kane, Alli, Walker, Dier and Rose should all be left out of the squad. They should go away for a few weeks and enjoy themselves. Put their feet up after a long season.

All time record scorer lol, shame not a single one has been important

Rooney should have been dumped 20 matches ago!
He didn't shine in tournaments at his peak, he certainly isn't going to do it now he is waning!
He might be useful to have on the bench, but I think his days as "The Man" are well & truly over.
I do hope that Hodgson saying things about him & Wilshere being in his plans are only him being diplomatic & that he knows that you cannot take players carrying injuries or not match ready into a major tournament.
Think Beckham, Gerrard & Robson.............................
Good, so let Hodgson play Rooney and give Kane a rest.

Scores the goals to get the team to beat teams they should be beating in the qualifiers. Plays against good teams in finals tournaments and struggles because the whole team struggles. But Rooney takes the flak.
It's a difficult decision to make, Rooney has done nothing wrong in Roy's eyes, he's scored goals in qualifying, has bags of experience and is England's leading goal scorer. But on the other hand, I just always picture Rooney red faced and frustrated at major tournaments.
Sometimes I think we'd stand a better chance of winning trophies if we stop accommodating big names and just play a team with a good balance. Many people have said it's the best they've seen England play in years, and that's because it's a team with fresh young blood. Welbeck didn't seem 100% fit but imagine he was and we had another pacy winger like Sterling on the other side, we'd cause most teams problems.
I do worry about the lack of international goals in this current squad though.
This could work
Welbeck Kane Sterling
Alli Rooney
Dier
Rose Cahill Smalling Clyne
maybe hodgson didn't mean big 'roll', as in rooney eating a 2 metre long subway sandwich....
In that case he might have got it spot on,
