You're right. The stewards, having delayed their meeting will feel obliged to give him something. The minimum available, a reprimand, will be OK for Rosberg, and terrible for Hamilton.
Whilst you can make the argument Lewis was aggressive, the crash was caused by him being run off the track with Nico not anywhere near the racing line
Nico has the greater guilt in my opinion and has gained in the championship as well as it is one less race for Lewis to outpost him.
The fairest approach is to call it a racing incident
If a penalty is given out, has to go to Nico
He caused the crash.
I do think there is a difference between squeezing someone off / towards the edge of the track when going round a slower corner and doing the same thing when travelling along a fast straight. The main difference being that, in the latter, there is generally more chance of a bigger accident, as we saw today.
Just my humble opinion...

IMHO It was an avoidable accident and Mr Rosberg was in the wrong.
On saying that, Lewis was a bit hasty. Then again what F1 driver is not?
