Mayweather was a great technical boxer who knew how to win. Much better in his early days before cherry picking his way to an amazing record. Not doubting his great skill has a counter attacker and being able to make his shots count. The fact that in the later years he refused to take any chances means he will be forgotten in everything except the record books as a number as he was never in a great fight.
Mayweather might have won a lot of fights, made a lot of money but he beats women and has the class of a slug. Ali fought real men, when being Champ really meant something, some he won some he lost and he has the respect of boxing fans and non-boxing fans, it's foolish to even compare the two.

Pacquiao is the greatest fighter of this generation. An 8 weight world champ. Basically like Chocolatino going up and facing Terrence Crawford at welter. That is the task that Pacquiao did. Mayweather cherry picked his fights, never dominated a division, didn't fight mandatories and didn't win on the road.
As for Ali. He fought the best, fought fights where he was the big underdog, beat some great names in there prime. Adapted his style when inactivity slowed his legs and reactions down, and fought is some great fights, some grueling fights, and heart and desire as well as skills and physical ability could not be matched at heavyweight the top division.
But what really makes him the greatest was he had the courage of his convictions to stand up for what he believed in and what was right, even though it meant him losing over 3 years of his prime when his powers were at their peak and the effect and inspiration he had on the world.
Comparing trash like Mayweather to a true great? Laughable. The fact that he ducked fights is bad enough before we talk about anything else. Ali was fearless and went into fights like David vs Goliath, against the odds and didn't make excuses even when he could have legitimately done so. Ali is true legend.
