How do you conclude that it's left the money men to rule?

Because governments with slim majorities cannot push through "real" change. The only reason a "real" change was made (exit from E.U.) was because there was a referendum. "Money men" love stability and weak governments play straight into their ands. A radical change in the distribution of wealth is wots needed.
