If you train at a club for 3 years before you are 21 then you are classed as home grown.
As far as Im aware you need 4 home grown 'club' players and a total of 8 from the 'country'

When i re-signed Pogba on FM he was classed as home grown
I think Schneiderlin counts as "home grown" too, i think the idea was to "force" more teams to have English players in the sqaud.
But with the likes of Ron-Robert Zieler, Tim Krul, Alex Song, Pogba, Cesc, Schneiderlin, Max Gradel, Jeffrey Bruma, Sigurdsson, Carlos Vela all qualifying as "home grown" it kind of makes a mockery of the whole thing IMO.
Stupid rule...
