I think the point he's making is that Spurs can fill a venue that size and he believes that city cannot.

Spurs were one of the original big 5 along with Everton at one point believe it or not.
We all know how City got where they are. At least Chelsea were in and around the summit before the Russian. City were with the dead men so traditionally Spurs were the bigger club pre 2008.

City won the lottery when the sheikh bought in. I don't begrudge them that as their fans had been through a lot. Wasn't so long ago they were languishing in the third tier of English footy. Traditionally Spurs have always been a slightly bigger, more glamorous club than City. City are currently wealthier due to the huge cash injection and as a consequence have had recent success, but that doesn't automatically make them a bigger club.

No, possibly not. Chelsea have won a hell of a lot since RA took over, much more than City have in comparison. They are more successful than Arsenal in the modern era but a bigger club? I always think of Arsenal as the biggest London club.
