Both. But Wenger's problem is that we've been seeing the same old crap for years now with completely different players. The only common denominator is the manager. Something is obviously wrong with what he's doing.

I'd say it's more wenger putting faith in players who aren't worthy of it. Wengers style is very hands off and he'll let them express themselves. It works with champions like Henry vieira but not for bottlers like Ramsey and co

Wenger has never been much of a tactician. However he has ALWAYS been able to spot talent. The problem has been that in the past he had a director who knows football holding his hand and guiding how the squad was built. However when the money ran out Wenger was forced to do everything on his own and that included being forced to sell players every season to make ends meet. That has scarred him. Now that we have money to spend Wenger is unwilling to move on players. Flamini, Arteta, Mertesacker, Giroud, etc should have been moved on and replaced earlier. However he kept them around too long propagating the notion of lack of ambition and allowing cliques to form. They have to want to leave! Just look at Jenkinson's recent remarks.

This question doesn't make sense to me - Wenger buys the players he wants, picks the team, decides the tactics - it's all about him - a few years ago he had the legitimate excuse that we were paying for the stadium and he was seriously financially disadvantaged, but that excuse has gone now...
