If the rebels had this sort of capability they'd use it against the army or against government held areas. Assad has previous for chemical weapons use.
There is zero reliable evidence that Assad forces used chemical weapons. The attacks in 2013 were also suspect and very likely carried out by rebel groups using weapons acquired from the Turkish government. Assad complied with Russian insistence that he give up his chemical weapons stockpile and the UN were around to supervise. John Kerry spoke publicly about this as if it was an achievement.
Reminder that we are only a matter of days past the US ambassador to the UN saying that a policy of regime change was unrealistic and would no longer be pursued and then Rex Tillerson, US Secretary of State saying that the Syrian government should be chosen by the Syrian people. Trump himself has a long history of opposing intervention in Syria, mostly on the grounds of it being a waste of money and effort and its potential to destabilise. In January, Iraqi forces were finding nerve agent in Mosul, see:

So, given these facts, why would Assad order the use of chemical weapons when it finally appears that his head is out of the noose and the world was coalescing around opposition to terrorist groups within Syria? The likeliest explanation is the one given by the Russians - that a rebel stockpile of chemical weapons was hit by an air strike and the casualties reported are a result of accidental dispersal. What comes next smarty-pants? We took out Saddam and Khaddafi too. Millions are dead in Iraq since the invasion. Hundreds of thousands of Libyans dead since Libyan War. At what point is it worth it? How bad a dictator do you need to be before all of those deaths are justified? WAKE UP.

One minute we're being told we should do more to help Syrian refugees escape Assad, then next he wouldn't use chemical weapons against his own people. Quit with the contradictions. It's absolutely possible that the intelligence agencies that identified that base as the source of the attack were right... it's their job after all.
Hopefully now the US will at least reconsider their ban on accepting Syrian refugees.
