They do though. They have a lot of attacking quality and control every game they play. All they are missing are the attacking players gelling a little better and also some better finishing and they'll be honestly better than anyone in England. The quality of player they have (Ibra, Pogba, De Gea etc.) is on another level to any other team in the country.
Chelsea have courtois, hazard and Costa. Those three are better than the United trio you named.
Spurs have Lloris, alderweireld and Kane. Again they are better than the united trio.
City have de bruyne, silva and aguero.
United look very far away from being a really top team.
De gea, pogs and Ibra are three pure world class players.
De gea > courtois, de gea best gk in the world
Pogs (on form) = hazard
Ibra > Costa
De gea > lloris
Alderweireld and Kane ain't world class like pogs and Ibra are
De bruyne and silva ain't world class either, only Aguero is.
On paper man Utd are the best in the league by far no doubt. They just aren't a complete team yet but they will be with time. Next season will be the year for man Utd I think.

Over the course of his careers Zlatan has been one of tbe best players in the world.
He's in his mid 30s now, can't expect him to carry on like that forever.
He was poor last night, and the chances he misses keep united fans up at night.
Maybe talent wise, Ibra is better. But id take Kane over a 35 year old Zlatan anyday. More clinical, faster and whilst Zlatan might be the better player, Kane is the better goalscorer.
Ibra could walk into any team in the world and be a star. Kane could not, totts suit him perfectly. Look at kanes performances for England for example
