It will be what's called "mock up"
It is usual practice in any construction project to mock up an area as a demonstration of what the finished article will look like. The designers then view the mock up and either approve it or ask for changes to be made
Once approved it is kept as a control sample to show what all other areas must look like. It is then replaced at the end of the job
----------------------------------------------------------------------
not onsite and certainly not at this stage of the project

Of course it will be on site, every mock up is on site
I don't know what stage the project is at but you always have mocks to set the standard as early as possible and it will not only be for the seats, it will be for the finish of the structure as well
What reason would you think they have installed them at this time?
----------------------------------------------------------------------
Test seats eh?
Hmmm. Let's think about that.
Dummies?
was down there the other day, the shelf is gone, only the park lane remains
Are those the seats facing away from the pitch )
if they were would it mean we would never have to see you at whl? if so, I hope so !
There's pictures of the seats, they've installed 3 white seats and there's big bars in front of them so they must be test seats unless they want people to not be able to see

The seats are in white, the real ones will be blue. This is as pointed out a common practise in stadium comstruction.
