The noun burden can mean "the main responsibility for achieving a specified aim or task."

Example: the burden of finding suitable accommodation for the Grenfell victims falls on the council.

Well it kinda makes sense if you send x amount of people to a new area before they area have been able to increase its services etc youll have problems

I would assume Bill Gates is referring to the fact that Africa has everything it needs to be a successful continent in terms of natural resources etc.

If money is spent to try get the money made off these resources put back into developing the local infastructure etc. then many Africans would have the chance of a much better life and wouldn't need to migrate.

I assume as I say but it makes sense, old racist Bill just doesn't add up.
