Why can't it be both?
He's saying he can't play the midfield he wants to because of injuries, failing to see how thats not bemoaning injuries and their impact on team selection.
Again just to point out I see no issue here every manager contradicts themselves it's part of the job

I suppose if you have some kind of childlike agenda you could interpret this as moaning.
Having had to put up with Jose's moaning over a number of things last season, this one is a bit lame to say the least.
