I don't think so. Look the way he gave Giroud the green light to leave and the thinking about the merry go round which was initiated and controlled by Arsene/al makes me think Ornstein is right.
We had to sell Giroud to get Aubameyang. Wenger was quite dismissive of Auba at times (okay, may be poker facing it) and always wanted Giroud to stay.
Of course he has a say. But certainly not his previous dictatorship. All 3 signings had a lot of Sven Mislintat about them.
No doubt that the new guy that deals with transfers is why PEA was signed. We all know Wenger dithers. He would've been happy with Mikhitaryan for Alexis and would've liked to keep Giroud. He has said even last month, days before signing PEA that his attitude was questionable.
It's good the club has taken some control away. The BBC article where Wright and Ornstein talk about Arsenal also states that there is a war going on over the control of club.
The worse Wenger performs, the easier it'll now be to get him the sack or not offer a new contract. Would be much harder if he had full control.

Wenger let Giroud go because of his service to the club, like Roman let Cech come to us.
Wenger said he just had his 3rd baby so preferred to stay in London and not be apart from his family, he needed to play more because of the world cup and he only started once in the PL, he said it wasn't fair on him.
