That's true, to the extent that people have been found guilty when the act of leaving the child at home has been deemed to have put them at risk - not disputing that.
However, the act itself is not a crime. If you leave your child sleeping in bed whilst you pop next door for a bowl of sugar (did people ever do that?) then you have not necessarily committed a crime, but you have still left your child home alone - whether or not that act places them at risk and is thus deemed a crime is down to the courts.
It is not very nice, to be fair.
