Ok, let's go with there was an abduction (I don't think there was, but that's irrelevant).

No they haven't as it's impossible to charge somebody with it, since it's not automatically against the law. There has to be laws broken, which has to be determined, in court.

That's true, to the extent that people have been found guilty when the act of leaving the child at home has been deemed to have put them at risk - not disputing that.

However, the act itself is not a crime. If you leave your child sleeping in bed whilst you pop next door for a bowl of sugar (did people ever do that?) then you have not necessarily committed a crime, but you have still left your child home alone - whether or not that act places them at risk and is thus deemed a crime is down to the courts.

It is not very nice, to be fair.
